RSC-TAE, institu\u00eddo pela Lei n\u00ba 15.367\/2026, constitui uma modalidade alternativa para concess\u00e3o do Incentivo \u00e0 Qualifica\u00e7\u00e3o aos servidores T\u00e9cnico-Administrativos em Educa\u00e7\u00e3o, permitindo o reconhecimento dos conhecimentos, habilidades e experi\u00eancias adquiridos no exerc\u00edcio do cargo, observados os requisitos e crit\u00e9rios estabelecidos na legisla\u00e7\u00e3o vigente.<\/span><\/p><p>Para solicitar o RSC-TAE, o servidor dever\u00e1 instruir processo com a documenta\u00e7\u00e3o comprobat\u00f3ria e o memorial descritivo, que ser\u00e3o analisados pela Comiss\u00e3o de Reconhecimento de Saberes e Compet\u00eancias (CRSC-TAE), conforme o Decreto n\u00ba 13.048\/2026.<\/p><p>Na UNIFAP, a implementa\u00e7\u00e3o do RSC-TAE est\u00e1 sendo conduzida pela Comiss\u00e3o institu\u00edda pela Portaria n\u00ba 1347\/2026<strong>,<\/strong>\u00a0respons\u00e1vel pela elabora\u00e7\u00e3o dos procedimentos e instrumentos necess\u00e1rios \u00e0 operacionaliza\u00e7\u00e3o do processo.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section do saber n\u00e3o institu\u00eddo do servidor T\u00e9cnico-Administrativo em Educa\u00e7\u00e3o, resultante de sua atua\u00e7\u00e3o profissional no exerc\u00edcio do cargo e na din\u00e2mica de ensino, pesquisa e extens\u00e3o das Institui\u00e7\u00f5es Federais de Ensino, conforme o Decreto n\u00ba 13.048\/2026.<\/p><p>\u00a0<\/p><p><strong>2. Quem pode solicitar o RSC-PCCTAE?<\/strong><\/p><p>O RSC-PCCTAE pode ser requerido pelos servidores ocupantes de cargos integrantes do PCCTAE, desde que atendidos os requisitos previstos no Decreto n\u00ba 13.048\/2026. Na UNIFAP, o pedido deve ser realizado individualmente por meio de processo administrativo eletr\u00f4nico no SIPAC, conforme estabelecido pelo Regimento Interno da CRSC-TAE.<\/p><p>\u00a0<\/p><p><strong>3. Quais documentos devem ser apresentados para solicitar o RSC-PCCTAE na UNIFAP?<\/strong><\/p><p>O processo deve ser instru\u00eddo com o Formul\u00e1rio de Requerimento de RSC-PCCTAE, o Memorial Descritivo, a documenta\u00e7\u00e3o comprobat\u00f3ria dos saberes e compet\u00eancias apresentados, a Portaria de concess\u00e3o do Incentivo \u00e0 Qualifica\u00e7\u00e3o, quando houver, e a Declara\u00e7\u00e3o Funcional atualizada emitida pelo SIGRH. A documenta\u00e7\u00e3o comprobat\u00f3ria deve ser apresentada em arquivo \u00fanico, em formato PDF, organizada na mesma ordem das atividades informadas no formul\u00e1rio.<\/p><p>\u00a0<\/p><p><strong>4. O servidor pode apresentar um requerimento coletivo ou v\u00e1rios pedidos no mesmo processo?<\/strong><\/p><p>N\u00e3o. De acordo com o Regimento Interno da CRSC-TAE, o requerimento \u00e9 de iniciativa exclusiva do servidor, o processo deve ser autuado individualmente e cada processo corresponde a um \u00fanico pedido de RSC-PCCTAE.<\/p><p>\u00a0<\/p><p><strong>5. O servidor em est\u00e1gio probat\u00f3rio pode receber o RSC-PCCTAE?<\/strong><\/p><p>N\u00e3o. O Decreto n\u00ba 13.048\/2026 veda a concess\u00e3o do RSC-PCCTAE ao servidor em est\u00e1gio probat\u00f3rio. As atividades realizadas durante esse per\u00edodo, entretanto, podem ser consideradas para fins de reconhecimento, desde que atendidos os demais requisitos previstos na regulamenta\u00e7\u00e3o.<\/p><p>\u00a0<\/p><p><strong>6. Quanto tempo \u00e9 necess\u00e1rio aguardar para solicitar um novo RSC-PCCTAE?<\/strong><\/p><p>O Decreto estabelece interst\u00edcio de tr\u00eas anos, contado da data da \u00faltima concess\u00e3o do RSC-PCCTAE. A PROGEP tamb\u00e9m verifica o cumprimento deste requisito na an\u00e1lise da regularidade processual.<\/p><p>\u00a0<\/p><p><strong>7. <\/strong><strong>Quais atividades podem gerar pontua\u00e7\u00e3o no RSC-PCCTAE?<\/strong><\/p><p>O Decreto n\u00ba 13.048\/2026 contempla atividades relacionadas \u00e0 participa\u00e7\u00e3o em grupos de trabalho, comiss\u00f5es, comit\u00eas, n\u00facleos e representa\u00e7\u00f5es; projetos institucionais de ensino, pesquisa, extens\u00e3o, gest\u00e3o e inova\u00e7\u00e3o; premia\u00e7\u00f5es e reconhecimentos p\u00fablicos; responsabilidades t\u00e9cnico-administrativas ou especializadas; fun\u00e7\u00f5es ou cargos de dire\u00e7\u00e3o, chefia e assessoramento; e produ\u00e7\u00e3o, prospec\u00e7\u00e3o e difus\u00e3o de conhecimento cient\u00edfico ou t\u00e9cnico. O enquadramento depende da correspond\u00eancia da atividade com os crit\u00e9rios espec\u00edficos previstos nos Anexos do Decreto.<\/p><p>\u00a0<\/p><p><strong>8. A mesma atividade pode ser utilizada para pontuar mais de um crit\u00e9rio?<\/strong><\/p><p>N\u00e3o. A mesma atividade ou experi\u00eancia n\u00e3o pode ser utilizada simultaneamente para atendimento de mais de um crit\u00e9rio espec\u00edfico. Por isso, o servidor deve indicar no requerimento o crit\u00e9rio em que pretende utilizar cada atividade, cabendo \u00e0 Comiss\u00e3o analisar o enquadramento conforme a legisla\u00e7\u00e3o aplic\u00e1vel.<\/p><p>\u00a0<\/p><p><strong>9. O exerc\u00edcio das atribui\u00e7\u00f5es ordin\u00e1rias do cargo gera automaticamente pontua\u00e7\u00e3o?<\/strong><\/p><p>N\u00e3o. O RSC-PCCTAE n\u00e3o se destina a reconhecer simplesmente o cumprimento ordin\u00e1rio das atribui\u00e7\u00f5es legais do cargo. A an\u00e1lise deve verificar se a trajet\u00f3ria apresentada demonstra saberes e compet\u00eancias diferenciados, qualifica\u00e7\u00e3o da atua\u00e7\u00e3o profissional, inova\u00e7\u00e3o, amplia\u00e7\u00e3o de responsabilidades ou resultados institucionais relevantes, conforme os requisitos do Decreto.<\/p><p>\u00a0<\/p><p><strong>10. Toda declara\u00e7\u00e3o emitida por uma institui\u00e7\u00e3o p\u00fablica pode ser utilizada para comprovar uma atividade?<\/strong><\/p><p>A Portaria MEC n\u00ba 658, de 4 de agosto de 2026, regulamentou os \u201coutros documentos institucionais\u201d previstos no art. 4\u00ba, inciso VII, do Decreto n\u00ba 13.048\/2026. S\u00e3o considerados nessa categoria os documentos emitidos por institui\u00e7\u00e3o federal de ensino ou por \u00f3rg\u00e3o ou entidade da Administra\u00e7\u00e3o P\u00fablica federal, estadual, distrital ou municipal, destinados a comprovar fatos ou situa\u00e7\u00f5es relacionados \u00e0 atua\u00e7\u00e3o do servidor. O documento deve ser firmado por autoridade competente ou gerado por sistema institucional que assegure autoria, autenticidade, integridade e rastreabilidade.<\/p><p>\u00a0<\/p><p><strong>11. Se uma declara\u00e7\u00e3o \u00e9 v\u00e1lida como documento institucional, ela automaticamente gera pontua\u00e7\u00e3o<\/strong>?<\/p><p>N\u00e3o. A validade do documento e a pontua\u00e7\u00e3o da atividade s\u00e3o quest\u00f5es distintas. A declara\u00e7\u00e3o pode ser aceita como meio de comprova\u00e7\u00e3o de determinado fato, mas ainda ser\u00e1 necess\u00e1rio verificar se o fato comprovado corresponde efetivamente a um dos crit\u00e9rios espec\u00edficos de pontua\u00e7\u00e3o previstos no Decreto n\u00ba 13.048\/2026. Assim, um documento pode ser formalmente v\u00e1lido e, ainda assim, n\u00e3o gerar pontua\u00e7\u00e3o, caso a atividade comprovada n\u00e3o corresponda a um crit\u00e9rio do RSC-PCCTAE.<\/p><p>\u00a0<\/p><p><strong>12. Como funciona a an\u00e1lise do processo pela CRSC-TAE?<\/strong><\/p><p>Ap\u00f3s o protocolo, o processo passa por an\u00e1lise preliminar, a fim de verificar sua regularidade formal, a sufici\u00eancia da documenta\u00e7\u00e3o e sua aptid\u00e3o para distribui\u00e7\u00e3o. Estando regular, o processo \u00e9 distribu\u00eddo a um Relator, que realiza a an\u00e1lise t\u00e9cnica e de m\u00e9rito. Em seguida, o processo \u00e9 submetido \u00e0 aprecia\u00e7\u00e3o colegiada da CRSC-TAE e \u00e9 emitido parecer conclusivo.<\/p><p>\u00a0<\/p><p><strong>13. O Relator decide sozinho se o RSC-PCCTAE ser\u00e1 concedido?<\/strong><\/p><p>N\u00e3o. O Relator realiza a an\u00e1lise t\u00e9cnica e de m\u00e9rito e elabora o parecer, mas o processo \u00e9 submetido \u00e0 aprecia\u00e7\u00e3o colegiada da CRSC-TAE. O Regimento estabelece que a delibera\u00e7\u00e3o ocorre em reuni\u00e3o colegiada, observado o qu\u00f3rum de dois ter\u00e7os dos membros titulares.<\/p><p>\u00a0<\/p><p><strong>14. O que acontece se a documenta\u00e7\u00e3o apresentada estiver incompleta?<\/strong><\/p><p>Na an\u00e1lise preliminar, os processos que apresentarem irregularidades formais ou insufici\u00eancia documental poder\u00e3o ser devolvidos ao interessado para saneamento. Al\u00e9m disso, durante a an\u00e1lise, a CRSC-TAE poder\u00e1 solicitar documenta\u00e7\u00e3o complementar ou esclarecimentos quando necess\u00e1rios \u00e0 aprecia\u00e7\u00e3o do pedido.<\/p><p>\u00a0<\/p><p><strong>15. Existe prioridade na an\u00e1lise dos processos?<\/strong><\/p><p>Sim. Os processos s\u00e3o analisados, em regra, por ordem cronol\u00f3gica de protocolo, mas prev\u00ea prioridade para determinadas situa\u00e7\u00f5es, como servidores em imin\u00eancia de aposentadoria compuls\u00f3ria, servidores com idade igual ou superior a 60 anos, servidores com defici\u00eancia, servidores com doen\u00e7a grave e servidores em exerc\u00edcio na UNIFAP. A condi\u00e7\u00e3o que fundamenta a prioridade deve ser indicada no formul\u00e1rio e comprovada mediante documenta\u00e7\u00e3o adequada, observadas as regras de sigilo previstas no Regimento.<\/p><p>\u00a0<\/p><p><strong>16. <\/strong><strong>Qual \u00e9 o prazo para an\u00e1lise do processo?<\/strong><\/p><p>Existe um prazo de at\u00e9 120 dias para conclus\u00e3o da an\u00e1lise, contado do protocolo. Quando houver necessidade de complementa\u00e7\u00e3o documental pelo servidor, o prazo passa a ser contado a partir da instru\u00e7\u00e3o completa do processo.<\/p><p>\u00a0<\/p><p><strong>17.
