A compreens\u00e3o da Universidade como um ator local, mas com capacidade de a\u00e7\u00e3o internacional que \u00e9 feita a partir do conceito de paradiplomacia. Apontamos alguns diferentes atores, nacionais e subnacionais, na din\u00e2mica da educa\u00e7\u00e3o universit\u00e1ria na fronteira.
